Excellence in Governance
Governance Excellence Recognised. Benchmarking. Improvement.

Developed by Pro Excellence Partnership, the award enables Further Education Colleges, Independent Training Providers, and Adult & Community Learning organisations to benchmark, strengthen, and gain recognition for the effectiveness of their governance arrangements.
More than a compliance exercise, the framework provides independent validation that governance is effective, ethical, impactful, and aligned with recognised national standards.

Improved board effectiveness and accountability
Enhanced stakeholder confidence
Support for continuous improvement
Why Governance Matters
Governance within the Further Education and Skills sector is about far more than compliance. Effective governance creates the conditions for strong organisational performance, improved learner outcomes, sound financial management, and ethical leadership.
As expectations from regulators, funders, employers, and communities continue to increase, organisations must be able to demonstrate that governance is not only in place, but that it is effective, impactful, and responsive.
Strong governance supports:
Clear strategic direction and curriculum intent
Financial resilience and risk management
Effective safeguarding and learner welfare oversight
Responsive stakeholder and employer engagement
Ethical leadership and public confidence
Accountability and organisational effectiveness
The Department for Education now requires FE Colleges and Designated Institutions to undertake an external governance review every three years, while Independent Training Providers are expected to demonstrate effective governance arrangements and oversight. The Excellence in Governance Award provides a structured framework to support and recognise this commitment.
Built Around National Standards
The framework has been designed specifically for the education and skills sector and aligns fully with recognised governance expectations and best practice.
Alignment Includes:
