The Excellence in Governance Award is an independently validated accreditation designed specifically for organisations operating across the Further Education and Skills sector.

Developed by Pro Excellence Partnership, the award enables Further Education Colleges, Independent Training Providers, and Adult & Community Learning organisations to benchmark, strengthen, and gain recognition for the effectiveness of their governance arrangements.

More than a compliance exercise, the framework provides independent validation that governance is effective, ethical, impactful, and aligned with recognised national standards.

Why Governance Matters

Governance within the Further Education and Skills sector is about far more than compliance. Effective governance creates the conditions for strong organisational performance, improved learner outcomes, sound financial management, and ethical leadership.

What Is Involved?

Our accreditation process provides both challenge and support through a structured, evidence-based methodology.

Stage 1 – Scoping & Planning

Initial consultation to understand your organisation, governance arrangements, objectives, and review scope.

Stage 2 – Desk-Based Review

Review of governance documentation including:

  • Board and committee minutes

  • Risk registers

  • SARs and QIPs

  • Governance policies

  • Compliance documentation

Stage 3 – Fieldwork

Structured discussions with governors, senior leaders, governance professionals, and key stakeholders.

Stage 4 – Interim Feedback & Action Planning

Where appropriate, organisations receive practical recommendations and a development plan to support accreditation achievement.

Stage 5 – Independent Scrutiny Panel Review

Findings are reviewed independently to ensure consistency, robustness, and integrity of the accreditation process.

Stage 6 – Final Report

A comprehensive report highlighting strengths, development opportunities, ratings, and recommendations.

Stage 7 – Award & Recognition

Successful organisations receive:

  • Excellence in Governance Certificate

  • Accreditation branding

  • Public recognition listing

  • Two-year accreditation status

Assessment & Accreditation Levels

Each governance domain is assessed using a structured four-point scale.

Level 1 – Limited

Significant development is required to achieve effective governance.

Level 2 – Developing

Governance is functioning but improvement is required in one or more areas.

Level 3 – Effective

Governance is strong, effective, and fully aligned with expected standards.

Level 4 – Exemplary

Governance consistently demonstrates sector-leading practice and significant impact.
